These regulations ensure that appliances meet specified energy efficiency criteria, promoting sustainability and reducing energy consumption. Compliance with these standards requires testing laboratories to assess product performance, and as per regulations, only test reports from PNAC-accredited or NEECA-enlisted labs are acceptable for certification.
To support this, NEECA has developed the Lab Enlistment Criteria, providing a structured yet accessible framework for testing laboratories. This criteria ensures standardization in appliance testing while offering a practical and business-friendly approach. Enlistment with NEECA allows laboratories to expand their services, enhance credibility, and play a vital role in enforcing MEPS, benefiting from industry recognition and commercial opportunities.

2.Who is eligible to apply for lab enlistment?

5.What is the scope of testing for which laboratories can apply for enlistment?
Labs can apply for enlistment to test one or more of the following appliance types under the Pakistan Energy Label Regulations 2023: • Fans (Table, Wall, Exhaust, Pedestal, Ceiling) • Room Air Conditioners (Wall-mounted split units up to 10.5 kW) • Household Refrigerating Appliances (Two-door refrigerator/freezer) • Motors (= 0.12 kW and = 1,000 kW) • LED Lights Enlistment will be granted only for the appliance types for which the lab meets NEECA’s technical and procedural criteria. .

The lab must possess the minimum equipment required for each appliance scope applied for. Please refer: NEL-03A to NEL-03E – Equipment Lists .
8. What documents must be submitted with the application?

As per NEL-Annex-02 – Enlistment Parameters: • Basic Category: 2 years (non-extendable); upgrade to Professional may be requested • Professional Category: 2 years; renewable up to 2 more years • International Lab: Valid up to expiry of accreditation certificate
12.What is the fee structure for lab enlistment?
The fee structure varies by lab category and is outlined in NEL-Annex-03 – Fee Structure. At the application stage, only the application fee is required to be submitted. If NEECA decides to proceed further, the applicant will be asked to submit assessment fee. The license fee is required from the applicant only if enlistment is approved.
13.How should the applicable fees be submitted?
All payments must be made via Pay Order / Demand Draft / Banker’s Cheque, in favor of: "National Energy Efficiency & Conservation Authority" The payment instrument must be sent to NEECA by post. Processing of the application begins only after fee receipt.
14.Can international (foreign) labs apply for enlistment?
